Smart Water Management: Ministry of Jal Shakti Drives India’s Digital Future

The Ministry of Jal Shakti has rolled out a range of digital tools aimed at improving how India manages its water resources, tracking everything from river pollution to groundwater levels. These platforms pull together technologies like GIS, AI, IoT, telemetry and real-time analytics, and they’re meant to sharpen river basin planning, groundwater assessment, flood forecasting and the handling of water data more broadly.

Digital platforms for river basin work

Under the Ministry of Jal Shakti the National Mission for Clean Ganga (NMCG) has built out several tools specifically for tracking river pollution and planning basin-wide interventions. Ganga Pulse keeps an eye on Sewage Treatment Plants through Online Continuous Effluent Monitoring Systems. The Drain Dashboard uses GIS to flag pollution hotspots and monitor drains. There’s also GyanGanga.ai, an AI-driven knowledge portal for water resource information, the Ganga District Performance Monitoring System (GDPMS) for tracking how districts are implementing the Namami Gange Programme, a Project Monitoring Tool (PMT) for keeping tabs on project progress, and Geo-PRAYAG, which brings together satellite imagery, LiDAR, drone footage and hydrological data for basin management.

NMCG has since folded several of these into one system, PRAYAG (Platform for Real-time Analysis of Yamuna, Ganga and their Tributaries), which combines Ganga Pulse, PMT, GDPMS, Geo-PRAYAG and CCTV-based STP monitoring. The idea is to give planners real-time monitoring, GIS visualisation and dashboard analytics in one place, so decisions on river health, pollution control and project implementation under Namami Gange can be made with better evidence behind them.

Flood forecasting and groundwater tracking

On the flood and groundwater side, the Central Water Commission (CWC) has put together its own set of tools. The Reservoir Storage Monitoring System (RSMS) tracks live reservoir storage. e-PAMS handles project submissions online. The Central Ground Water Board (CGWB) has focused on groundwater, using Automatic Digital Water Level Recorders fitted with telemetry, IoT sensors, GIS tools and real-time monitoring. It runs GRASP for managing and analysing groundwater databases, IN-GRES for GIS-based groundwater assessment, and the Bhu-Neer Portal, which processes No Objection Certificate applications for groundwater use online.

Irrigation and water data systems

The National Institute of Hydrology (NIH) has developed KISAN SATHI/KISAN MAITRI, a mobile app that gives farmers information on reservoir water availability, crop water demand and irrigation needs based on forecast data. It has also launched NIH-DHAARA, a web platform for design flood hydrology and rainfall analysis.

Elsewhere, the National Water Informatics Centre (NWIC) handles the collection, storage, analysis and sharing of water resources data. The Ministry of Jal Shakti–Data Management System brings together water data from Central and State agencies for visualisation and analysis, and India-WRIS acts as a single-window, GIS-based platform for accessing and analysing water resources information for planning purposes.

Under the Irrigation Census Scheme, the Ministry has set up a unified digital platform for mobile-based data collection, validation and real-time monitoring. The Hydrology Project maintains a Hydrological Information System that provides scientifically verified hydrological records, and the Bharat WIN Portal has been launched to support the development and rollout of new water technologies.
