The Ministry of Skill Development and Entrepreneurship (MSDE) has now completed twelve years since it began its “Skills, Scale and Transformation” push, and the numbers show how far one of the world’s largest skilling ecosystems has come. Under Union Minister of State (Independent Charge) Jayant Chaudhary, the Ministry has worked across vocational education, apprenticeships, entrepreneurship, digital skilling and international workforce mobility, all feeding into the broader goal of Viksit Bharat 2047.

Building an Integrated Skilling Framework

Over the past twelve years, the Ministry has stitched together an integrated approach to skilling, one that brings vocational education, industry-led training, apprenticeships, entrepreneurship development, digital public infrastructure and global workforce mobility under a single umbrella. Through reforms and close collaboration with industry, academia and state governments, Skill India has grown into one of the most diverse skill development ecosystems anywhere in the world.

The physical infrastructure backing this has grown too. The number of Industrial Training Institutes (ITIs) has gone from 9,776 in 2014 to more than 13,888 today. Add to that the network of National Skill Training Institutes, Pradhan Mantri Kaushal Kendras and Jan Shikshan Sansthans, and access to quality skill development has widened considerably across the country. On top of this, the Ministry has set up three Indian Institutes of Skills (IIS), in Gandhinagar, Mumbai and Kanpur, built specifically to offer industry-oriented, future-ready training.

Apprenticeships, Training and Entrepreneurship

Apprenticeships have been central to this story. More than 56.08 lakh apprentices have been engaged since 2016, giving a large pool of young people hands-on exposure to real workplaces. Separately, over 1.64 crore candidates have gone through training under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

Entrepreneurship hasn’t been left out either. Programmes run through the National Institute for Entrepreneurship and Small Business Development (NIESBUD) and the Indian Institute of Entrepreneurship (IIE) have together trained over 25 lakh beneficiaries, helping people build enterprises, find self-employment, or simply improve their livelihoods.

Going Digital

Digital skilling has picked up serious pace too, largely through the Skill India Digital Hub (SIDH), which now works as a one-stop platform for skilling, jobs, apprenticeships and entrepreneurship. More than 1.5 crore candidates have registered on SIDH so far, with over 1,000 courses on offer across 23 languages. On the AI front, the SOAR (Skilling for AI Readiness) initiative has rolled out more than 50 AI-related courses and qualifications across sectors, drawing over 4.5 lakh enrolments since it launched.

A Better Global Standing

India’s performance on the world stage has improved as well. Team India climbed from 29th position in 2015 to 13th at the WorldSkills Competition 2024, a jump that reflects the ecosystem’s growing competitiveness. To back this up, the Ministry has announced 30 Skill India International Centres and expanded government-to-government partnerships and skill mobility agreements, aimed at opening up global labour market opportunities for Indian professionals.

Initiatives like PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), new programmes in artificial intelligence, cybersecurity and other emerging technologies, and closer integration of skilling with education under NEP 2020 are all part of where the Ministry is headed next, as it works to build a workforce ready for India’s long-term economic goals.
