Union Minister for Communications and Development of North Eastern Region Jyotiraditya M. Scindia, together with Madhya Pradesh Chief Minister Dr. Mohan Yadav, co-chaired the second Investors’ Meet in Mumbai for India’s first and only Telecom Manufacturing Zone (TMZ), located in Gwalior. The meeting brought in fresh investment commitments worth Rs. 2,000 crore. Around 18 leading players from across the telecom ecosystem took part, and these new commitments alone are expected to create close to 4,000 jobs.

Addressing industry leaders, Minister Scindia said that under Prime Minister Narendra Modi’s leadership, India has gone through a transformational shift in telecommunications and digitalisation over the past twelve years. He described how the country has moved from being driven primarily by telecom services to now positioning itself as a future global leader in telecom products and manufacturing.

Framing this around the vision of “Make in India, Make for the World” and “Local for Global,” the Minister said India needs to transition from a services-led economy to a product-led one. He laid out a three-part strategy to get there: raising domestic value addition, building intellectual property within India, and ensuring Indian-designed, Indian-manufactured telecom products reach markets across the globe.

Learning From India’s Mobile Manufacturing Success

Drawing a comparison with India’s success story in mobile phone manufacturing and digital public infrastructure, Minister Scindia said the same playbook could now work for telecom manufacturing. He pointed out that India went from importing the bulk of its mobile phones to becoming one of the world’s largest mobile manufacturing hubs, while digital platforms like UPI have shown India’s ability to build technology solutions that scale globally. He said he’s confident the Gwalior TMZ can become another success story that other countries look to replicate.

What Makes the Telecom Manufacturing Zone Different

The Minister called the TMZ a first-of-its-kind initiative, drawing inspiration from the success of Special Economic Zones but built specifically for telecommunications. The zone’s integrated ecosystem is designed to bring together the entire telecom value chain, spanning design, research and development, testing, manufacturing, components, semiconductors, optical fibre, telecom equipment, and related industries, all supported by shared plug-and-play testing infrastructure and world-class facilities.

Why Gwalior Was Chosen

Minister Scindia pointed to several factors that make Gwalior an ideal location for telecom manufacturing: its central position, strong connectivity, existing industrial base, availability of plug-and-play infrastructure, a solid talent pipeline coming from top educational institutions, and competitive operating costs. He also flagged Gwalior’s fast-improving infrastructure, noting that better connectivity is strengthening the city’s case as an investment destination. With the upcoming high-speed Agra-Gwalior Greenfield Expressway and improved highway links to the NCR, he said travel time between Delhi-NCR and Gwalior will drop to under three hours.

He invited companies working across every part of the telecom sector to set up operations in the Zone, building a complete, end-to-end manufacturing ecosystem.

Madhya Pradesh’s Role and a Joint Centre-State Push

The Minister also credited Chief Minister Dr. Mohan Yadav and the Madhya Pradesh Government for their active role in turning the Telecom Manufacturing Zone into reality, pointing to the state’s industry-friendly incentives, land availability, capital support, employment-linked incentives, skill development assistance, and logistics advantages, all of which help make the project globally competitive.

Reaffirming the Government’s long-term commitment, Minister Scindia announced that a Special Purpose Vehicle (SPV), made up of representatives from both the Department of Telecommunications and the Madhya Pradesh Government, will jointly oversee the project’s implementation. He called it an unprecedented Centre-State partnership and assured investors that both governments would keep working together to resolve issues, support investments, and ensure the Telecom Manufacturing Zone succeeds over the long run.

The Investors’ Meet was attended by Department of Telecommunications Secretary Amit Agarwal, Madhya Pradesh Additional Chief Secretary Neeraj Mandloi, along with senior government officials, industry leaders, and investors from across the telecommunications sector.
