MANAS: National Narcotics Helpline for Drug Reporting, Counselling and Rehabilitation

MANAS: Madak Padarth Nishedh Asoochna Kendra was launched on 18 July 2024 by the Narcotics Control Bureau under the Ministry of Home Affairs, built in collaboration with the Digital India Corporation. The platform was designed to do two things: give citizens a secure, confidential way to report drug-related activity, and connect those struggling with substance abuse to counselling and rehabilitation support. It’s reachable through helpline number 1933, a dedicated web portal, email and the UMANG app. 

What MANAS does 

On the enforcement side, MANAS accepts reports of drug trafficking, peddling, illegal cultivation and other narcotics-related activity while protecting the identity of whoever is reporting. On the support side, individuals dealing with substance abuse can access counselling through the platform, with calls routed to the Ministry of Social Justice and Empowerment’s de-addiction helpline 14446. The system runs around the clock and uses digital ticket generation and workflow management to move information faster between citizens and enforcement agencies. 

The scale of the problem it’s responding to is significant. A 2019 national survey on substance abuse found that around 16 crore people consume alcohol, of whom more than 5.7 crore are severely affected. It also estimated 3.1 crore cannabis users, 2.26 crore opioid users and approximately 1.18 crore sedative users. Nearly 2.8 crore people were found to be opioid-dependent, including around 28 lakh who needed urgent treatment. 

MANAS is integrated with 30 NCB Zonal Units and 36 State and Union Territory Anti-Narcotics Task Forces. Since launch, it has improved citizen access to reporting and rehabilitation pathways and strengthened coordination between the public and law enforcement. The platform supports multiple languages and is being expanded with Smart IVRS, chatbot integration and regional language support. It also runs awareness campaigns through MyGov quizzes, poster competitions and youth-focused activities aimed at building broader public engagement around drug prevention.
